Dr. Luminita Diaconu is globally recognised Associate Professor of Law at the Academy of Economic Studies of Moldova, with extensive academic and professional experience in legal education, Environmental Law, European Law and Public Policy. She has been actively engaged in higher education since 1995, previously serving as a lecturer at Moldova State University and Nicolae Testemitanu State University of Medicine and Pharmacy.

Dr. Diaconu holds multiple advanced academic qualifications, including doctoral studies in Environmental Law and postdoctoral research in Diplomacy and International Relations. Her research contributions focus on environmental governance, fiscal policy, sustainability, and legal frameworks for climate change mitigation.  Dr. Diaconu has over 65 published journal articles, book chapters and she is also the author of 6 textbooks. Dr. Diaconu has published in reputed indexed journals including Scopus and Web of Science, and has contributed to academic books and textbooks in European Union law and Environmental Policy. She has also been recognized for her academic excellence, receiving the “Professor of the Year 2024″ award from the Academy of Economic Studies of Moldova.

She is actively involved in international academic collaborations, serving as a Management Committee member in several COST Actions supported by the European Union, addressing topics such as climate change, governance, and sustainability. Dr. Diaconu is also a Visiting Scholar for Sheffield University, UK (spring 2025) and Nyenrode University, Netherlands (autumn, 2025). Additionally, she leads the American Centre in Moldova, promoting best practices in investigative interviewing through training, seminars, and scientific engagement

As a proud member of the Global Listening Centre, Dr. Diaconu firmly believes that deep and intentional listening lies at the heart of effective governance, sustainable policymaking, and meaningful human connection. She recognizes that Global Listening — the practice of attentively hearing diverse voices across cultures, disciplines, and communities — is essential for building inclusive legal frameworks and fostering international cooperation on the most pressing challenges of our time. Of particular significance to her work is Environmental Listening: the capacity to hear and heed the signals of our natural world, the concerns of vulnerable communities affected by environmental degradation, and the voices of future generations whose wellbeing depends on the decisions made today. Dr. Diaconu views Environmental Listening as a foundational principle of responsible environmental law and climate governance, one that transforms passive awareness into active, just, and science-informed action.
